I have used Tier 3 Boil Over quite a bit and there is no way that this perk is actually increasing struggle effects by 75%. Not even close.

Nobody actually cares if someone is running boil over, a half decent killer will use the added sway to aim towards the hook by looking left or right and allowing the sway to move them …
