The network can't transmit the content quickly enough. Since this is direct play, either your server, network, or client can't process the network traffic quickly enough.

It appears like frame drops and the video is just to jittery to watch. The experience is what I would best describe as frame stuttering and is NOT buffering. The video stream itself NEVER stops, it just stutters along. The PlayStation has a direct wired connection to router on the same subnet as the plex server.
